President Obama’s Birth Certificate PDF has “Layers”
When the PDF file given from WhiteHouse.gov is opened in Adobe Illustrator it shows up in different layers.
Our analysis of the latest controversy: The original birth certificate was probably in a ‘negative’ form, and someone at the White House took it upon themselves to doctor it up so the form can be readable.

The PDF is composed of multiple images. That’s correct. Using a photo editor or PDF viewer of your choice, you can extract this image data, view it, hide it, etc. But these layers, as they’re being called, aren’t layers in the traditional photo-editing sense of the word. They are, quite literally, pieces of image data that have been positioned in a PDF container. They appear as text but also contain glyphs, dots, lines, boxes, squiggles, and random garbage. They’re not combined or merged in any way. Quite simply, they look like they were created programmatically, not by a human.
What’s plausible is that somewhere along the way — from the scanning device to the PDF-creation software, both of which can perform OCR (optical character recognition) — these partial/pseudo-text images were created and saved. What’s not plausible is that the government spent all this time manufacturing Obama’s birth certificate only to commit the laughably rookie mistake of exporting the layers from Photoshop, or whatever photo editing software they are meant to have used. It’s likely that whoever scanned the birth certificate in Hawaii forgot to turn off the OCR setting on the scanner. Let’s leave it at that.
This entire controversy over the ‘layers’ has been cleared up, over at http://www.nkyvoice.com/ , we found a way to reproduce the same results as were found in Obama’s certificate. No photoshoping required. No OCR required. What was done was simply optimizing the PDF for distribution and separating the text from the background and surrounding areas helps with file compression and thus produces a smaller sized document for dissemination.
This document was not sourced from a govt website. Anyone who can work photoshop or AI can edit the pdf AFTER it’s downloaded. I downloaded it off http://www.slideshare.net. This is where it sits atm. When you open it in either PS or AI there are NO layers. It is an amateur attempt to make it look bogus. The President should really take legal action because it’s a forgery of an official document. Really, it’s absurd to think the most powerful man in the world backed by the most powerful intelligence agencies, NGOs and Government agencies would go through such obvious and amateur means to deceive the population when the Government holds the actual records or the CIA could just create one if it wanted.
It looks like a colour swap in photoshop to isolate the text from the bg (where layers can be exported to AI)e.g. green swapped for white with a high tolerance level and on another layer swap the black (text) for white. Or I could be wrong and NKYVOICE might be accurate

@PIRI. IF you had downloaded the actual document that is hosted on whitehouse.gov/blog where you can download the PDF. You load the PDF in Adobe Illustrator. You have to RELEASE THE CLIPPING MASK under Object. And you will see every little layer there. Go to your layers panel and collapse it and you can click, show/hide, and move every little bit. If an OCR scanner was used to pick apart each layer, then whoever scanned this should have known this and corrected it. Plus this looks like a photo overlayed on a background. Why are some parts of the text seperated and others not? This thing has 2 different resolutions on it.
Why can’t he just pay Hawaii $30 and have them print him a certified copy of his birth certificate and let them scan that and release a JPG. It would turn out a flattened image. Oi Oi Oi

The issue NOW is that the President of the United States has released a legal document that can be proven a FAKE by common graphics software. Whether he was born in the U.S. or not should take a backseat to this issue. A raw scanned image has NO layers. Period. This document was tinkered with and very sloppily at that. He needs to be accountable for this.
I think we’re all missing the point, here: We still haven’t seen an original copy of Obama’s birth certificate. We’ve seen a layered version of it.
So, the evidence of layers cannot prove that it was purposely doctored – why does that matter? What’s important is that we have not seen an actual, authentic copy which can only be acceptable in an un-layered image format like a .JPG.
A layered file like a PDF, PSD, etc.. CAN never and SHOULD never be accepted as an authentic copy of an important piece of paper by virtue of the fact it is mechanically altered the minute it is saved. Only an un-layered, scanned .JPG image can suffice as proof of the original birth certificate.
In short, we have no more proof of Obama’s original birth certificate than we did prior to the morning of the 27th. We should demand an single-scanned, un-layered image.
I also meant to mention this: The very idea of using OCR software to re-produce proof of an authentic document makes the least sense of all.
If OCR software was implemented at all in reproducing this, then the entire thing is invalid.
just take a document and scan it into pdf then open in illustrator and look at the layers – it is the nature of the way that pdf’s are created.
All legal documents I’ve seen have an embossed emblem in the paper. Didn’t see one on this copy of his birth certificate
how do i chalk this mess up? as complete hubris… what else? the beauty of this fiasco is that it can be attributed to something as ridiculous as an ocr scan. you only need plausible deniability to survive. my biggest argument to this is that you would think all the text would be ‘grouped’ as one ‘layer’. but via multiple youtube videos i’ve seen, the ’1′ in his birth year of ’1961′ appears to be in a separate layer. plus other characteristics of the ’1′ appear to be different from the leading ’196′. this is about heresy, and anyone who believes this document isn’t legit, is a traitor against the united states of america. it’s simple peer pressure tactics. and the final nail in the coffin… any retard with half a brain in photo editing would know to ‘flatten’ the image to a single layer before transmitting the document on the official white house site. or maybe that was deliberate, and this is shaping up to be the biggest insider joke in history. $0.02

Someone forgot to mention, place of birth is not the issue. He was adopted by Soetoro. He went by that name until Occidental College. It made him an Indonesian citizen. Persons of dual citizenship may not be president or vice president. No application was made to change name back to BHO. And why spend $2 million to cover all of this up? It only makes sense if there was something to hide. Multiple SSN. Why does no one from Columbia remember him from his class, invisible clothes?

You folks are incredible! Nothing this President can do will garner the respect that he deserves. One must wonder, why all the hate? Is it his race? His swagger? What? Even if he was born on the moon, he is still, by far, the best Prez we’ve had in two generations. So let’s stop being haters, Fox does enough of that, and get behind our President.
More to the point, why is it that every other copy of a 50-year-old birth certificate looks 50 years old, with creases and stains and typewriter strike-throughs and holes where the periods are and vertically misaligned letters from old typewriters that had been around forever and just LOOK OLD, but Obama’s astoundingly perfect birth certificate looks fresh and new and so perfect as to be digitally created yesterday, with none of the old fashioned wear and tear from the era of his birth? Forget the layers – just look at the picture!
A website labeled “Educating the Confused” talks about the hospital that is listed on the birth certificate. The author also displays a copy of a birth certificate of someone named Susan Elizabeth Nordyke, reported as a twin that was born to two “Caucasian” parents the day after Obama. Does anyone know why this document and Obama’s have the same file number of 151? Does HI place all birth certificates in one file numbered as 151? Maybe that is what they do, but that sure sounds sloppy to me. I suppose that would explain why it was lost for over two years. Or, was it indeed copied from perhaps this lady’s birth certificate? That certainly is convenient for someone to place this document on the web for us especially when she is claiming to support Obama. His eligibility is a national security issue, so it is not a “frivolous” question. Obama has spent millions to keep his birth certificate sealed. Why would he do that if he is eligible? Maybe all this is simply to “distract” us from the country’s 3 wars, the deficit, and the lack of jobs.
Interesting how when one holds the weakest position in things of this nature and as are involving our president of these United States, they immediately play the race card. How is it that in our culture of supposed rational and advanced thinkers that we conjure psueudo logic from none other than rational fallacies and call something “hate” when in fact it is simply logical deduction and true intelligence and a desire for congruence with what one says and what they are, blac, white or both?
Is the declaration that 2 + 2 = 4 hate? No, only if one doesn’t like the obvious conclusion and must detract from that which is simple common sense and deductive reasoning on just about every other planet in this universe. Does a cop Hate a speeding driver because he/she gives him/her a ticket? Does the IRS hate people that they prosecute because they evade paying taxes due? Oh, and how about this one: Do we hate foreigners because we seek to enforce the laws which have helped to make this country so great they want to come here because they want to us to allow them to trod them under foot by allowing them to come and stay illegally?
I hear no hate toward our President. Simply a request for the truth. And when what could simply, honesty, quickly be provided provided in a forthright manner as would be possible by most who have nothing to hide, without hedging, posturing or questionable delay tactics one should not have to endure another’s misguided accusations of hate simply because they wish to see actions congruent with talk. THEN he or she warrants the honor and respect they deserve, when they honor the office THEY have voluntarily aspired to, knowing it would subject them to the public scrutiny the highest office in the land SHOULD subject the holder of it to. why would you run it through OCR? besides, there is no editable text and there are no embedded fonts in this pdf. the I in Ukelele is drawn in with the pencil tool instead of a brush tool, so the character is bitmapped and doesn’t match the soft edges of the other letters. the whole thing is amateur. Flatten your forged documents people!

The Certificate of Hawaiian Birth program was established in 1911, by the Hawaiian territorial Government, as to register a person born in Hawaii who was one year old or older and whose birth had not been previously registered in Hawaii.
The Certificate of Hawaiian Birth Program was terminated in 1972, by the State of Hawaii. As such all births thereafter were issued a “Standard Certificate of Birth” by the Hawaiian State Department of Health.
The document alleged to be Obama’s Birth Certificate is a Standard “Certificate of Birth” issued by the Hawaiian State Department of Health. Problem is the Standard “Certificate of Birth” did not exist and therefore could not be issued prior to 1972.
“Any person to whom a Certificate of Hawaiian Birth has been issued may submit a request to amend an entry, including a legal change of name, on an existing Certificate.”

The birth certificate was produced on tamper resistant paper stock with a basket weave pattern.
The publicly released birth certificate pdf has white halos around text characters. The white areas are visible signs of tampering. A printer cannot print white over the security weave background. The tamper-resistant paper has worked – clear evidence of tampering. The white halos are straightforward indicators of tampering. The original printed document was not simply scanned, but was scanned and edited. A simple image scan does not product white halos.
I have heard that he has spent a small fortune on keeping this document from prying eyes. I have not seen any official statement that he in fact has actually done that so it really boils down to that no matter fake, real, real and doctored but was this money actually spent keeping it away from public eyes and if that is the case then anyone with half a brain would have to wonder why you would spend that kind of money on the principle of “no one else has ever had to show it, why should I?”
I am an American and damn proud of the fact and would never miss the chance to prove it if asked but I can’t say that is true for a leader that travels the world making apologies for the country of which he wanted so much to become it’s president!

PDF files are accepted all the time as legal documents. If you bought a house, PDF files may have been used to transmit your appraisal.

@Doubtful – Turn your doubts to your superstitions, my friend. The certificate was produced from a negative, hence the seam on the left side. The white “halos” aren’t “halos,” they’re shadows that only show up because Adobe separates the file into layers. Because the program can only scan the 2-dimensional surface (and doesn’t automatically fill in the background behind removed layers), the white shows up when the layers are removed. Pretty obvious stuff.

As I said below, it doesn’t matter how or why the document is layered. The fact remains: We STILL have not seen an actual copy of the birth certificate. If it was optimized that means it’s digitally altered which means it could have been purposely altered as well.
PDF-Expert is right. PDFs, scanned with Adobe Acrobat, can often be broken apart when opened in Illustrator. I’m not sure layers is the right term. At least the document I opened didn’t separate into their own layers when I released the Clipping Path.
The thing I don’t understand is the left edge of the main document. It looks like it was scanned from a book, then superimposed over another page with the green patterned background. Just doesn’t make sense to me.
The fact that the White House published the new birth certificate on their own .gov site in an obviously layered PDF is a bonehead rookie mistake… or was it done intentionally? I don’t know.
I too jumped on it as a sign of a fraudulently created document, and it may be… but the layering may not actually be the evidence of tampering, it is quite possible that the layering came from the software used to create the PDF and not from pieces-parts being dragged around to create the document.
Yes, the document posted on the white-house site is layered. The areas broken out as layers may well have been from processes in the PDF creation software that attempted to make the document more readable and may or may not have been a precursor to OCR, since none of the layered text actually has any “text” associated with it.
If the white house wanted this PDF to appear legitimate, they should have left it as a raster image from a scan… period. The fact that they didn’t do that is a mystery. A really puzzling move that puts into question the intelligence of the people involved in publishing such a piece.

The rationale for putting out a layered document to me seems clear. The people in the WH actually wanted to feed the ‘birthers’ with some reason to continue their beliefs, so they look stupid and can mock them.
You all should really check out some of the videos on youtube that show the extent of the forgery, it was not just some ‘optimizing’. There are numbers, letters, and symbols, as well as signatures added/removed to the document, there are handwritten layers as well as pixelated ones, look it up.
How could his father be born in Kenya, East Africa when the country didn’t exist in 1961? “Kenya, East Africa” was actually a British colony known as British East Africa until 1963 when it gained independence and became Kenya.
There is simply no way Barack Obama’s father could have been born in Kenya, East Africa because that country did not exist in 1961.

I hate to add to this – but I’m amazed how quickly people will reach the conclusion this is a forgery who have only the most basic knowledge of photoshop. Yes, you can see layers, pdfs do seemingly strange things when images are optimized, converted from a scanner with OCR on, they layers of a pdf are essentially useless unless they form a coherent pattern (i.e. background, text) someone who made layers like this on purpose would be far too incompetent to commit a forgery.

Y’all go back and read the comment by LLLLI. I have NO skill with Adobe and only basic image editing software experience. I spent two hours with a blown up copy of the form on the White House site and there is NO WAY that could be an athentic document. The text at the left margin doesn’t curve with the form, the date stamps have been ‘edited,’ numbers of pixels differ from place to place, more than one (it may be several) typewriters were involved … there’s more. This is a composite of at least two birth cert’s plus additional information that may have been typed and scanned from a blank sheet of paper.
As to why the White House did such an amateurish job, just how would you as President get an expert to do it? “Mr. Chief of Staff would you call over to the CIA and ask them to send us a first rate forger”? In other words this document had to be done within the innermost circle: People who already knew the truth.
